Description
Latch is an electronic circuit that has two stable states and can be used to store information. A very common example of this type of latch is bi-stable multivibrator. Output of the latch tracks the input data line. Latch can be thought as basic memory cell.
IC SN74LS373N is a high speed, low power latch with three output states for bus oriented applications. IC is manufactured using state of the art low power schottky technology and is compatible with all TTL (Transistor Transistor Logic) families.

Working Principle
Latch is a basic memory unit; it is used to store the state of data on the input data line. It is sometimes also called delay flip flop. Latch reads the data on the input data line when control signal is applied to it. Latch will change its state on application of control signal and change of input data signal. However, in this IC latch enable pin is used to write data. Operation of latch can be described using the following truth table

Application in Digital Volt Meter
Application of latch in digital volt meter circuit is shown in figure below. Final reading is displayed on the seven segment display. A latch is introduced before the display. This will allow for the output to be seen statically and output will only change when latch enable signal is applied. In the absence of this latch the output will keep updating/ changing and it would be difficult to from the display.
Delta Modulator
Delta modulator circuits are used to convert analog signal to digital and digital signal to analog signal. These are used where conversion quality is not of much importance. A basic circuit for delta modulator is shown in figure below
